Sheff Wed Deals with a 'Significant Problem', Says New Football Authority

'We will play a key role in football's future' - independent football regulator the regulator's chair

Sheffield Wednesday's persistent issues represent a a "major concern" and the new football authority is aiming to acquire authority to investigate clubs in similar circumstances, the newly appointed chairman David Kogan has declared.

Through a comprehensive talk, Kogan, who was recently selected, expressed "sympathy" towards the club's followers.

The regulator engaged with four fan organizations connected to the South Yorkshire club this week.

The Championship side have been facing challenges both on and off the pitch in this season, with the club failing to pay players on time on multiple instances, including in September.

"Evidently Wednesday represents a major concern for the league and a major challenge for the sport," the chairman stated.

"Wednesday stands as one of the historic institutions for the English game and recently we have met Sheffield Wednesday supporters' groups.

"We're now looking to get powers... which will enable us to take Sheffield Wednesday - and other clubs referred to us if they need to be investigated and acted upon."

Economic Challenges and Proprietorship Status

The club's controversial proprietor the current owner stated during the off-season he would be open to selling the club at the stadium, but he has failed to complete a sale with interested parties.

Missed wage deadlines on time in spring months caused limitations by the league officials in June, stopping Wednesday from completing any transfers or loans for the following recruitment periods, although those limitations were removed in August.

Regulator's Perspective

The regulator explained: "The job [of the regulator] is there for the Owls followers, other clubs in similar situations where supporters are loyal to a local institution that has been part of their lives in multiple situations.

"I completely understand the team's plight, as I do for every team that in modern times have encountered failure, or nearly ceased operations, for reasons that have nothing to do with the followers."

Questioned about whether the regulator could force an owner to sell a club if they are considered unfit, Kogan said: "If your question is 'would we intervene in the final instance?', the reply is once we gather the evidence and know what's going on, we will."

But the regulator clarified that forcing owners to sell clubs would be considered the final option and the oversight body would choose to collaborate with owners.

"The last thing what we want to do is commence engagement with an specific team, an individual owner, without having the opportunity to collaborate with that chairman to fix the challenges confronting the team and the chairman's encountering," Kogan said.

"In actuality, when you look back over the history of football, over the past few decades there have been some owners, few in number, but certain individuals who have acted carelessly in the approach they have taken toward their teams and eventually don't wish to take responsibility for the coming years."

Sheffield Wednesday supporters have been protesting against the team's chairman in recent months

'If we get it wrong, extraordinary progress vanishes'

Kogan met with representatives from 110 clubs to detail the scope of the oversight body this week and maintained it represented a "proactive meeting" with a "substantial involvement" from the lower divisions to the top flight.

"The role holds considerable importance, because if we get it wrong, if the world of football gets it wrong, the significant advances achieved might evaporate rapidly," the chairman stated.

"This represents everyone's worst fear in the terms of English football is a huge success story - we must maintain momentum.

"Substantial financial resources entering the sport and has come into football for the last 20 or 25 years, because certainty is lacking it will continue to come into football, which is among the factors explaining I think we have to adopt a precise perspective on potential dangers and naturally, of the immediate future."

Top Flight Apprehensions

Elite division representatives objected to the creation of a regulator because of fears of a negative impact on the elite division's competitive balance, but Kogan said: "I completely endorse the success and growth as an financial organization of the top division.

"Being fully aware of the apprehension regarding damaging the Premier League as a premium product of England. But simultaneously, if you talk to the Premier League after the recent gathering, they would have had a high level of reassurance -and, indeed, they have been advising us privately they have a significant confidence."

Partisan Associations

The chairman continues to confront a "comprehensive investigation" by the Commissioner for Public Appointments after he disclosed making donations to the political party in recent years.

The chairman donated money to Secretary of State for Culture, Media and Sport the politician's campaign, along with that of the government leader.

"I've been completely open about my past party membership [with Labour], and that ideological connection terminated the day the select committee approved my appointment," the chairman stated.

"I currently have no participation in any sort of politics."
